how do i add chapters to a vcd

hi all, ive got some vcd and svcd films and im wondering if its possible to add chapters to them.
when i explore the files of the vcd they are a DAT file avseq01 file. do these need converting back to some other file before i can add chapters & menus?
what programmes would i need and do you have any links as how to do it

Nero, is one of many programs that will afford you the capability to add chapters to a vcd. For more information consult the vcdhelp.com website or divx-digest.com guides.

you can also use TSCV (VCDImager GUI) to author the VCD and create chapters. if you are converting DVD's use "chapterXtractor" to get chapter info from the IFO-file...

I think Nero allows only menus and not chapters. Ulead DVD factory is really user friendly in creating menus and chapters.
