    fixing jerky playback

Hello there, I've got an .mpg file with the following information:
    video - 320 X 240, 29.970 frame rate, 1500kpbs
    audio - 44100hz 16 bit, 192kbps

...and no matter what I play it on its always jerky, tried several players on the computer and also the dvd player as both an .mpg file and as a vcd but it still doesn't play smoothy. I wanted to know if there is any way to fix this cause I've converted it several times but everything I come up with is still jerky. Can anyone please help me with this cause I don't know what to do.

    1) For fully compliant VCD, the sum of the bitrates (video plus audio) should be equal to 1,374. Therefore, try reducing the video bitrate to 1,182

    2) Load the file into TMPGEnc and put a checkmark in the box next to "Deinterlace" in the list of options under the "Advanced" tab (Choose whichever deinterlace method you prefer). Make sure you've set the mode to "MPEG1-VideoCD" and save with a new filename
