Cannot play VCD on DVD Phillips recorder

Hello there,

Pls. help a total new one at this

I download an AVI (DIVX) file/movie

I split the file using Virtual Dub (selecting start and end) and I also have the following settings when I save the splitted file as AVI.
video: Direct Streaming
audio: Full processing mode
Compression: I select the empty space

Then I convert the
2 files in TMPGEnc from AVI to MPEG1 with the following settings

Video tab:

Stream type: Mpeg-1
Size: 352:240
Aspect Ratio: 4:3 525 line
Frame rate: 29.97 fps
Rate Control Mode: Constant Quality (Quality is 100 and the maximum bitrate is 100.000.
Motion Search Accuracy: Highest quality (very slow)

Advanced tab:

Source aspect ratio: "I pick at random"
Image positioning: Full screen (preserve aspect ratio)

Audio tab:

Stream type: Mpeg-1 Audio Layer 2
Sampling frequency: 44100
Channel mode: stereo

System tab:

Stream type: Mpeg-1 Video CD

I burn the file using Nero on a cd-r without problems using the lowest speed 4x.

The problem is that I can playback the vcd disc without problems on winddvd on my pc but on my dvd phillips recorder the movie
make small stops during the whole movie, as if it takes one picture frame over again.

What am i doing wrong here ?
