Help to clean up BG hiss sound.

Can anybody help with the best way to go about cleaning up the sound on a vcd. I would especially like to remove a background hiss which I have on a recent DL. I believe its a TS.

Or could someone point me to a help site or suggest good proggie to go about doing it?

GoldWave, CoolEdit, and, I'm sure, other audio editors, have noise/hiss filtering options...
