PC to TV/VCR connector?

Don't know if this is relevant to this forum but am having problems converting AVI with odd framerates to MPEG. Apparently, if I encode a 15 or 20FPS AVI, frames are duplicated and inserted to make up the 25 that I require for PAL vcd. This results in jerky playback when I burn to VCD. The AVI's play fine on my PC. Anyway, what I wanted to know is, is there any way to connect a PC to a VCR directly with just a lead, say monitor to scart (if one exists)?
