Is it worth it to convert a video file that is not in DivX to DivX or will the quality not change because it is already encoded in another format? If so what is the best way to re-encode a video?
Is it worth it?

IMO, the only reason you want to recompress an already compressed video format to DivX is to achieve a smaller filesize (DivX gives pretty much the best compression rate compared to other available compressors). For example, if I had a 300MB video file and I know that I can compress it down to around 150-200MB without any significant loss of quality, then it is worth it. Otherwise, it's pretty much pointless to recompress the video as you would only stand to lose quality for a minimal filesize reduction.Comment
