Yes of course you will get a nice speed boost by upgrading to a faster PC. Divx encoding doesn't quite scale with clock speed but it's not that far off. I really hate stating specific numbers, because it'll depend on quite a lot of factors other than just raw clock speed.
Donate your idle CPU time for something usefull.

I have an AMD XP 1600+

            For 1 pass 2 hours 56 min
            For 2 pass 5 hours 35 min

The movie then has a lengt of 79 minutes and I use al the professional setings from the Divx 5.0.2 Codec and I also do cropping an resizing. Without any audio on it yet!

I also have an AMD XP 2200+

            For 1 pass 1 hours 48 min
            For 2 pass 3 hours 24 min

The movie then has a lengt of 79 minutes and I use al the professional setings from the Divx 5.0.2 Codec and I also do cropping an resizing. Without any audio on it yet!

Hope this is some usefull help.
