Xvid to dvd

i have a xvid dvd rip that i would like to convert back into dvd format in order to burn onto a dvd. the problem i have run into, with tmpgenc, is that each disk of the dvd rip, even at the lowest bitrate possible, will be 6 gbs. does this just mean that this movie might have been ripped from a dual layer dvd or something, or does it mean that im not doing something i should. if anyone can help me out with this, i would greatly appreciate it.
