Sometimes when I rip DVD with flask, there are small strips when the picture move too fast. What's the problem? It happens no matter if I use DivX or Xvid and various kbps. (I don't know if it's relevant but so far it happend just on 3:4 aspect ratio).

If by "small strips", you mean horizontal lines, it's probably the result of an interlaced video. Since you're using Flask, you should put a checkmark next to "Deinterlace" (You may have to try various settings).
If you were to use a conversion program other than Flask, I'm sure other posters would offer suggestions regarding alternative means of deinterlacing... -
