When converting from MPEG to DivX what bit rate should be used? Meaning for what MPEG bit rate should the DivX bit rate be? The ratio if you will.

No, since the codec that you are using is lossy (i.e. it discards information).

Again, no.
Because after conversion, the resultant DivX file would be missing some information from the original MPEG file.
The only time you want to use the DIvX codec is when you want to shrink an existing video file without losing too much quality (the recent MPEG-4 codecs are really good at keeping quality loss at a minimum).
