Converting from .WMV

I'm converting some porn videos for tgp site that are .wmv and I'm trying to figure out best format to use.

Quality right now isn't perfect but it is acceptable. Right now videos are 360X240

Audio is 404kbps
16bit
22khz

Video is 362kbps
24bit

Audio bitrate seems way too high considering 64kbit/sec is acceptable by many and 128kbit/sec is CD quality mp3. So, I know I need to lower audio, but how about video.

Probably easiest thing to do will be to use Windows Media Encoder. Besides that what other program should I try and/or video bitrate?

Bandwidth is expensive, so I'm looking to get bitrate as low as possible while being decent in quality.

best quality audio codec for low bitrates: he-aac or vorbis

best quality video codec for low bitrates: realvideo9 or xvid with some prefiltering

you can combine both in the matroska container

see in both cases there is no place for wm9 if you want the best quality
