Converting avi file with OGG codec?

I have a file with ogg audio codec and I can't open it with Virtualdub and when I try to use TMPGEnc it locks up about half way through. Anyone know what I can do to convert this file to VCD.

I have installed the codec, but that doesn't let me convert it. I can't watch the file but that's it.

Are you certain you've installed the codec (Compressor/Decompressor) - and not merely the decoder (Decompressor)?
