Need help coverting VOB files from pal to ntsc

Ive got this movie but it it wont play, its currently burned to dvd but i need help cause when i play it the screen just keeps rolling so i figured out it was a pal format, so what i would like to know is if this disk format be changed from plal to ntsc, as my dvd player does not have the function to switch from either or formats.
