Fuzzy video after converted from 10fps to 29fps

Hey all,
I just converted my digital camera's 10fps video to NTSC 29fps and I see that everything is in sync but... now the video is fuzzy/unclear. Is there a solution or did I convert it incorrectly?

How did you do the conversion? What program?

You'll need a substantially higher bitrate @ 30 fps to keep the same quality you can achieve @ 10 fps.
