ntsc to pal conversion

I have successfully enocoded divx movies and have created vcd which can be played on a dvd player however, I cannot find out how to covert a ntsc format to pal. HELPPPPPP

well, i think all you got to do is change the framerate to 25fps using nandub/vdub. I havent actually tried this me self, but you could give it a try.
