I used the program you mentioned. It is called Avi Info and features a synchronization part called Tera Bits. It lets you change the frame rate of the movie so that it plays slower or faster and catch the sound in a way back or forth. But the problem is that it sometimes skips too much frames which becomes so recognizable and irritating while watching the movie. I can't recommend it.
