I don't do to much with video editing and reformatting, but I wanted to know is their away to take a decent quality video and reformat it into better quality. For example the video is blocky and I want to reformat it into a better quality so it's more clearer. If this is possible than can someone tell me how I would want to do this or if not than yay!!!

As the thread linked mentioned, you can't really make a compressed video better because that's what compression is: it makes the quality worse so that it occupies less space, and because most compression formats uses "lossy" compression, you will never get back the lost quality. The "blocks" you see are called compression artifacts, and this is one of the side effects of too much compression. All you can do is to artificially try to improve it by using de-noise filters and such as described in the other thread (feel free to join in with the other thread if you need to find out how to apply de-noise, but I suspect it won't help too much).
Unless you can get to a source that is better quality than the DivX clip you have, you won't really be able to get a better quality video.Comment
