i use a combination of TMPGEnc, VirtualDubMOD, and belight (to convert an .ogg audio stream if it has it). i save a silent avi with vdubmod, demux the audio>convert that to .wav for example with belight. use the avi as video input on TMPGEnc, the converted audio as audio input. encode to mpeg-2>author.

there is also avi2dvd which is freeware.
