ROI, QP for different slices

Hi,
I have recently started working with the H.264 reference software and in particular Region of Interest techniques. I am trying to segment areas of a video which are of greater importance so that I can apply lower a QP value and possibility vary other parameters.

So far I have used Flexible Macroblock Ordering to create separate slices within a frame. Is it possible to apply different QP values for each slice? If so, could you provide suggestions on how I might go about achieving this.
