The pop-up balloon text still works for me. The new software may have changed so that the "title" attribute is used for image description pop-ups, instead of the usual "alt". The HTML standard actually says that "title" should be used for these types of pop-ups, not "alt" (which is the text to be displayed when images are turned off). The reason everyone uses "alt" attributes is because of a bug in Internet Explorer that showed "alt" tags as the pop-up balloon. If you are using an old browser, that only supports "alt" tags, then this may be the source of your problem.
Firefox, for example, only displays the "title" tag, not the "alt" tag, whereas IE 6 displays both (shows "title" first and if it doesn't exist, then show "alt"). There might also be an option somewhere in your browser that enable/disables this.
