"it was my understanding that ac3 was the audio format for dvd's and svcds"

Nope - DVDs yes, SVCDs, no... (There is an unimplemented 5.1 [NOT .AC3, however] SVCD protocol)

and this unimplemented protocal (5.1) is yet to be implemented into which programs?? lol

its all such a pain....tell me: I cant fit my svcd encodes onto a regular 80 min cd-r, so, what must I purchase to be able to make quality svcd's?? I know there are dvd disc...but dont they require a dvd burner?

          ""Burned it using nero express'"

Go and get the updates for that nero express and also get the WMA plugin off the nero web site.
          Went through the same outcome.
