To actually re-iterate what you have achieved:
You have found out that your avi is divx5 and that in order to encode it to VCD you simply go through the VCD wizard.
The steps for this I would have taken are;
a) Run the AVI through Gspot to get the bitrate/framerate and audio information (also to check that the file is the correct length)
a_1) Open the AVI in DivFix or VideoFixer and rebuild the file cutting out any bad frames.
b) Run VirtualDubMod and remove the audio stream (full processing---especially if the audio is AC3)
c) Run TMPGEnc and go through the wizard making sure I choose the correct template to begin with!
D) Use either Nero Vision Express to put a simple backdrop/Intro screen.
E) Using Nero burn the VCD at 8x or lower.
There are other ways to achieve this but having tried most of them I find this way to be the quickest and most reliable.
