converting mp43 to mpeg1 to vcd

I am totally new at this so please bear with me.

My friend has given me two mp43 files and have asked me to convert them to vcd's. I assume somehow I have to convert them to mpeg1 first though.

My question is how do I go about this, I am using tmpgenc and flaskmpeg, but tmpgenc says this format is unsupported.

What do I do and what do i need and where do I get it from?

mp43 is the original ms v3 mpeg4 codec

thus you will have to have this codec installed on xour machine before tmpeg will accept it!

ms v1 - 3 are part of the filterpack 3f tsunami compiled (a little out of date but still a great pack!).
