crackling sound in converted mpeg

Has anyone any ideas as to why some of my xvids I have downloaded, once converted straight through tmpgnc come out with a crackling sound, which is not on the original . example Adaptation properties are audio=duration 58.15 , bitrate 448kbps(no format) video= fr 23fps, data 204kbps, 24bit,video compression angelpotion.
Any help PLEASE.

thats a matter of changing framerates i should think

converting from 23.976 to 25 pal often results in this crappy sound.

using dvd2svcd and checking the 23.976 => 25 option solved this problem for many user

Thankyou for reply. When I put movie into tmpg I change framerate to 29,995 for ntsc, I just put the 23frames/sec movie into tmpgn with 25fps but still noise is there.
