Sonic Foundry Soft Encode

I was checking out the links for AUDIO-UTILITIES and I see that Sonic Foundry has stopped selling Soft Encode. I get a message that says "Sorry, Sonic Foundry no longer sells Soft Encode 2 Channel." There is a link to their Products page where I guess the product has been rolled into Vegas®+DVD, a $699 product.
Does anyone know of a good utility that I can use to convert a PCM wave file to an AC3 format for DVD?

You can get Sonic Foundry Soft Encode 1.0 with P2p utilities such as WinMX or Kazaa.. they usually come with the serial number packed along with the app...
besweet is good, but not near as good as soft encode...
