Help with MP4 Frames Per Second

This is weird, I have been capturing video off of my home movie VHS tapes, saving to hard drive in mp4 format. I downloaded Boilsoft video Splitter as well as Joiner to edit them. I was then going to put everything on Youtube.

Everything went great except that some of my videos have a fps of 30000 or even 60000 instead of 29.97(or what ever the number is supposed to be). Although i think it must be an error. Only some of my videos ended up this way. Usually part 2 of a 2 part video for some reason.

So my question is...How can i change the fps from 30000 to 29.97 so that i can add to youtube. 30000 wont upload. I have tried to convert with Handbrake but it still ends up being 30000, even though Handbrake is set for 29.97.

Any ideas on a program that will do this or a setting i can change in the video some how

Similar problem to the one described in this thread, and the same software too (Boilsoft Video Splitter):

The solution is to demux and remux the video, and there are lots of tools to do it, but I usually use YAMB to demux and remux (or use MeGUI -> Tools -> Muxer -> MP4 Muxer) and set the FPS when remuxing. Here's a short guide on how to use YAMB for MP4 manipulation:

This guide provides information and tips for some of the things you might need to do with your MP4 file, like playback, conversion (to and from), splitting/joining, mux/demux and more. (page 5 of 5)
