Video stutters, but the audio doesn't

I was using DivX 4.11 2-pass to try to encode a movie, the quality is great at the res that I used, but the only problem is that the video stutters (it stops a frame) and but the audio goes on, then it will jump to another frame and continue to play the movie along in sync for a while, and it then it happens again.
I highly doubt my machine is causing this trouble, because it's a Duron 750@866 and proven not to miscalculate by prime95. It has >512MB of ram (although win98se doesn't use parts of them) and among other things. Please help.
Oh also, does anyone know if XMPEG have any problems? because it starts to act funny about a couple of minutes after the conversion starts.

Which encoder do you use? If it's Flaskmpeg you can try setting the postprocessing level to zero.

I think the post processing level is the slowest... It's a slider, right?

        Yes, it's a slider.
