Null codec?

Does anyone know of a null codec, one that just takes the video,
dumps it, and writes a blank output file or none at all, like for
extracting AC3 out of a VOB file? It might have other uses,
that was a bad example. But does it exist?

(Your "bad example" is easily addressed by DVD Decrypter, SmartRipper, VOB2Audio, MPEGMediator, and others...)
