midi files cutter?

hi, any one out there!!! please guide me a program will be able to cut midi file just a parts, the resons i got midi file from net that biger than 30kb i would like to send to my mobile ring tone polyphonic accept only 5kb, could you tell which program could do this job...?

i really appreciate alots...
