conversion to mpeg1 or 2

What suggestions for 1) converting from miniDV tape to mpeg1 or mpeg2, and 2)what program to convert DVD recorded on a Panasonic DVD recorder to mpeg?

to answer your question.

1. I presume your DVD recorder already records in mpeg2
so no conversion is needed just extraction.

2. a minidv tape is in DV format. so you need a dv decoder ....panasonic, canopus, pinnacle..., and Tmpeg or cinemacraft encoder for converting to mpeg 1 or mpeg2.
