Covert DVD into Low Resolution DVD

Does anyone know of a program or a method that can backup a DVD (incl menu and extra's) and resize the resolution of the DVD? For example I want to create a low resolution DVD (352x288 or 352x572) from a normal DVD(720x576). Preferably I would want to set my own settings like I can do in TMPGENC (VBR, frames per second, etc).

May I ask what your purpose is in doing this? If you are trying to fit a DVD9 onto a DVD5, it would be far simpler (and you'd undoubtedly achieve better visual results) by using a DVD compression program such as (freeware) DVD Shrink, or (commercial) DVD2One, DVD95Copy, etc.

Yes you may. I normally convert DVD's into SVCD's or VCD's but one loses many features of the DVD (the menu, the extra's, multiangle, etc). But if I can convert DVD's into the same bitrate and resolution of a SVCD, it should be possible to backup all features onto several (most likely 3) CD's.
