I'm watching a movie and the video sometimes seems to temporarily lag. It also seems not to never run as quickly as the sound(thus slightly out of sync). Is it a bad file or may it be my video card? It's an on-board graphics processor that came with the machine. I hear they are real crappy and are system hogs. Could that be the culpret?

Yes onboard video cards are crap, mostly because they share the system ram, which is very slow compared to dedicated videoram.
Before u rush out and buy a new video card, u could try something else.
You might be able to lower the load on the cpu by lowering the post processing level.
Using windows media player 6.4 select files->properties->advanced->Divx decoder filter and move the slider to the left.Donate your idle CPU time for something usefull.
