In the few years of having obtained videos off the internet and ripping videos myself, I have always found my own rips to far better suit my criterias and myself being able to choose how the final video should be encoded and look. Honestly, most of the videos available for download on the internet look to be poorly or, at best, modestly encoded.

If you wanna fix your video (dunno if you can use VD, so I'll explain everthing in detail):
Download SmartDeinterlacer () and unzip it in the Plugins directory of VirtualDub.
Open the file with VirtualDub, select FullProcessingMode(F.P.M.) on Video and DirectStreamCopy(D.S.C.) on Audio, go to Video/Filters... add SmartDeinterlace and configure it this way:
Frame only
Blend instead of interpolate (or uncheck this and select "cubic for interpolation")
Motion threshold=0 (or higher, do some tests))
Scene change trashold=100
Seek the movie (with the "key button" or with the slider) and tell me if the quality (in the pan on the right) seems to be better. If not try different parameters. If you like it let me know and I'll explain you how to re-encode a video file (it's really easy)
This is the best method to deinterlace videos...and sometimes may help with "UnDeinterlacedProgressiveVideosCreatedFromInterla cedOnes" like (maybe) yours. Please don't ask me to explain this
