How to convert VHS Tape to VCD

Hi there.....

Can someone tell me How to convert VHS tapes to VCD. What the requirement software and hardware that I need. Please give me the step by step guide. Can I use any video capture card or TV tuner card.

You need a tv tuner card in your pc.. You hook the output the your video [either aerial or video/audio out (phono's)] Set your tv tuner to the same channel [frequency of the video or phono's in] and capture it @ 352x240 (30fps) or 320x288 (25fps) [for ntsc and pal respectively]..
The video should be mpeg-1 @ ~900kbs and audio mpeg-1 @ 44.1kHz & 224kbs..
Then you can use nero on vcd mode to burn the video...
