adding black border (safety area) to bottom of video

I want to add a black border (safety area) to the bottom of an .avi file. This will help me project it in a room where the permanently installed video projector would otherwise project subtitled too low for the audience to see.

I can use the resize filter in virtual dub to add symmetrical borders to the top and bottom of a video, but how can I just add a border to the bottom of a video.

Try using the cropping filter to remove the top black bar, this may compromise quality after repeated compression though.
