combining ssa with ogg

I downloaded a video file in ogm format that came with a ssa file. The ssa file obviously holds the sub-titles, so without it you can't use them. I have seen ogm files before that allow you to switch between languages/sub-titles and were all in just the one ogm file... no external sub files necessary. I want to merge the ssa files into the ogm files to get that effect.
