Use a program such as "PaintShopPro" to increase the compression of .JPGs...

Most photo editing programs can do that. I use Adobe PhotoShop.

I use Adobe Photoshop or Corel Photo Paint. Both of those work great however they are pretty expensive. You may be able to get Adobe Photoshop Elements which is a watered down version of Photoshop, but alot less expensive and it'll do exactly what you want with resizing, resampling and compressing jpegs

Adobe Photoshop is nice, but expensive, There is a free program you can download called "Irfanview".
You can download it here at ZDNET

After you idownload and install the program, go to

            File
open ( image you want to resize)
            Image, then Resize/Resample
Where it says "Width " say the image is
2500 like you posted. try changing the number in the width to half that or 1250.
It will automatically resize it to half, and if
still too large, keep using a smaller number.

After you get the size you want, click

            "File"
            Save as" (JPEG recommended)
put in a folder of your choice.
Hope this helps, its fast and easy, and best of all, Free......
