Spliting a video

I wasent sure where to post this so sorry if it should be somewhere elce. I've done no video editing previously and wondering if you can help, i need a program to cut a video down the middle, not cut the length, i mean actualy cut it in half as if it were a jpeg, and then stick it to the opisote half of another video. So do you know of a simple program to do this on?
