    Playback "lags" every 2 seconds...

This computer use to play back fine, but since it was formatted and windows98SE put back on every 2 seconds of playback the video and audio freeze for a fraction of a second than jumps a head to where it should be, causing jumpled speech and video. (this is with the divx3.11a codec). I've tried running under bsplayer and windows media player and both have the same effect. I've also tried lowering the quality of the video with no effect. I know it's not the pc because it use to work just fine (700 MHz). Anyone have any ideas or something i could try??

I think the most likely cause of something like this is that your sound card have problems with 48khz audio playback, this would cause frequent skips because the sound is slowed to 44.1khz, which then cause the video to skip in order to keep av sync.

I would suggest you make sure you got the newest drivers for your graphics and sound cards. And install directx8.
Donate your idle CPU time for something usefull.
