Downsizing Video File

Hi guys, I recently got a new phone that allows me to watch video files. I have lots of videos on my pc that I'd like to convert. I wish to get them down to about 180x150 from 500x400... whatever, as long as it keeps the right proportions and such. The files are about 150mbs, and I'd like that down to about 15-20mb.

Any help? Programs to use, etc?

In what format? If avi(Xvid or DivX encoded)is supported then do as rOlZ suggested.Might also try out SUPER.
