Looking to convert a PAL laser disc to DVD

The main problem is that my friend thought his LD/DVD player was NTSC/PAL duel standard, but it turns out that only the UK version of this player was, not the US version. So my first question is, how hard is it to find a PAL LD player in Los Angeles? And the second question would be, how hard is it to rip a file? I did this with VHS before, but only NTSC VHS to DVD that is played on an NTSC television.

Any help you can give me will be greatly appreciated.
