Changing the frame Rate

I have an AVI file that seems to be playing slower than was intended. All of the voices are deeper and they become more out of sync

you've probably heard of this problem before, but i'm a complete novice and I don't know how to fix this

The problem wikipedia says on my file is "It was improperly mastered as the 25fps source material was treated as 24fps film speed material, meaning 3:2 pulldown flags were encoded into the mpeg stream which results in the video playing back 4.096% slower and all the voices sound deeper"

I don't know what that means, can anyone help me?

If this is the case, demux the audio, re-enocde it at 25 fps with BeSweet and remux it. AVIDemux is your tool of choice here.
