The warning is displayed because you have left the "keep programs in sync" checkbox ticked. With this option, when you delete a cell, the programs of the subsequent cells are not shifted. Therefore, there are now 2 programs pointing to the last cell (programs 25 and 26.) Because it is not possible to display the 2 numbers in the GUI, you can see only program 26, but program 25 is still there.
To reorder the programs, simply click two times on the Prog button of the last cell. This will redistribute the programs normally. Of course, since there will be one unused program, you will have also to delete the last chapter. After the operation, you should have 26 cells and 25 programs and chapters.
You can also delete the cell after unticking the "sync" option. You will also have to delete the last chapter.
Sorry if that sounds very complicated, but I've added this option because it is really difficult to rearrange the programs and chapters when you delete a cell near the beginning of the PGC. In your case, this option is not useful, and is even confusing.
Also, I forgot to say that you should have unticked the Create program and chapters options in VB when splitting the cell. You don't need a new program here. But that's not important, since you know now how to remove it with PgcEdit.

That confirms that currently, VB can only replace safely ONE cell at a time. However, when you will have fixed the programs problem, I think you will have a perfect DVD ...but still without the chapter menu for side 2!
