vcd is a very limited format.

it might be improved (i cant judge what it looks now and how you created it [i.e. you should provide more infos on the tool and settings you used] but all in all the Svcd format should look much better.

moreover, a multpass system may be more efficient and result in better looking files compared to a 1 pass routine with constant bitrate.
that, however, depends on the tool/routine you used.

          1) If you are using TMPGEnc to convert the videos to VideoCD format, this program offers several video adjustment

          2) Although you don't state it, I hope you are talking about viewing VCDs/SVCDs on a television via a standalone DVD player - because that's what these formats are SPECIFICALLY intended for. Playback of VCDs/SVCDs on a computer monitor will ALWAYS look far worse than on a television (due to the lower display resolution of the television)

"is it just the movie that i downloaded that has bad quality when the person ripped the movie?"

probably - now that you've mentioned, for the first time, that you're working with a download (as opposed to a file you've created)

".....and is there any way i can improve the quality in any way?"

              As I posted previously:
